They can reset the student if you provide them with the student ID number.  Then you can adjust the initial placement.

Elementary EBISS recommendation during CDL/Hybrid:
SPO/TLC leadership have put together recommendations for how elementary EBISS teams should proceed with considering when to move students through tiers of intervention, how to progress monitor, what data to use, and some basic decision rules.  This information has been shared with school psychologists and building leaders. 
As we move into November, it is advised that EBISS teams meet as 100% teams and begin your 20% meetings.  I fully understand that this process will look and feel different and that your teams may already be meeting.

New Update on the PLAAFP:
The PreACT has been added to the test list on the PLAAFP tab of the IEP under Standardized testing.  Currently, if you have an open IEP, the Print Test box is checked by default.  You will need to uncheck it if your student either isn’t old enough or hasn’t taken this test.  You can enter in the grade, dates, and score.  There is also a comment box for any other information.

Subject: Boo to the flu! Keep Your Family Healthier This Fall: Get A Flu Vaccine By Halloween.

Flu season is here and the fact is that the flu can be scary; especially for the ones we love most. Everyone aged 6 months and older needs a flu vaccine to stay healthier this fall. Here is why:

  • The flu is dangerous. The flu is different from the everyday cold. It can last 2 weeks or more and cause serious complications such as pneumonia. Every year the flu causes millions of illnesses, hundreds of thousands of hospitalizations, and tens of thousands of deaths in the United States.
  • Getting your flu vaccine is the best way to prevent the flu. Flu vaccines reduce your chances of getting sick with the flu. Studies also show that when getting a flu vaccine lowers your chances of becoming seriously ill or hospitalized from the flu. In fact, a 2018 study showed that getting a flu vaccine lowered a pregnant woman’s risk of hospitalization with flu by an average of 40 percent. Although good health behaviors including proper etiquette for coughs and sneezes can help reduce the spread of flu, experts agree a flu vaccine is the best way to prevent flu.
  • It saves lives and protects those on the frontlines. Getting your flu vaccine could save someone else from getting seriously ill. Babies and young children, pregnant women, people 65 and older, and those with certain medical conditions—are all at increased risk of complications from flu. Getting vaccinated reduces the spread of flu from you to them, which can protect your family members, co-workers, and all those around you. This year, your flu vaccine will not only keep you and your loved ones healthier and out of the medical setting, it will preserve precious resources for those on the COVID-19 frontlines.

Both flu and COVID-19 may be spreading this fall, so it’s more important than ever to get an annual flu vaccine. Flu vaccines are safe, effective, and the best way to prevent the flu. The best time to get vaccinated is before flu viruses start to spread—typically by the end of October. So, don’t wait. Say boo to the flu by making sure you and your family get a flu vaccine by Halloween.

This week we made more progress and we were able to see more of our students in person!  You all have done an amazing job with preparing for students to be in the buildings.  I have heard nothing but great stories from both staff and students.  I hope you all enjoy your well deserved weekend.  Take care.

Schedules:
It is that time of year when we collect schedules for all special education staff.  Please submit your schedule by Friday, Oct. 23rd using this link  SPED Staff Schedules 20-21

A couple of details to note in your schedule:

  • Please illustrate your schedule in at least 30 minute blocks
  • Please indicate your breaks, preps, and lunch
  • Please complete the schedule in it entirely and fill in each block of time
  • You can combine the certified and classified schedules onto one team document
  • If you need a template, please reach out to Josh, Colleen, or myself

Some great new changes to scheduling IEP meetings!
After feedback from parents, students and case managers we have added the case managers WebEx personal room address to the School Messenger email and automated phone call to the parent. 
We have included a quick guide that explains the changes and some other tips and tricks! This means you do not have to create and send a separate WebEx invite to the parent.  Hooray! Click on the image below to see the full document.

 

What should I do if one of my SPED students is not participating in school?

  1. Every school has a school and family engagement team. The purpose of this team is to problem solve student and family needs.  I.e.: connectivity, troubleshooting tech issues, non-attendance, etc. The case manager should bring the student to this team and problem solve.
    1. Questions to ask: Have you checked in with the general education teacher?  Is the student attending their sessions, accessing any classes?  If so, the SPED teacher will need to keep reaching out and documenting.  
  2. If after problem solving the student with the school team and continued attempts to engage ie: case manager has texted, called multiple times, emailed and sent the schedule and links to student sped WebEx groups, as well as documented offers for services;  and student is still non responsive:
    1. Complete a PWN of non-attendance and a FAPE letter. 
    2. These students will not have a dropped enrollment per Ready Schools, Safe Learner guidance.  Therefore the student will still show in your portfolio as actively enrolled.

I have heard so many great stories of our students triumphant return to our schools this week.  I personally got to see and talk to some of our students at Tamarack and they we so excited to be back at school.  I have one small request for case managers.  Could you please email me (not REPLY ALL) the number of students you served through LIPI this week?  I just need the number…that is all.  I may be asked to give an update at the board meeting and I would lke to share the total number of kids served in LIPI.  Thank you

Special Edge 9/25/2020

I can’t be more proud of how our team of teachers, classified staff, specialists, nurses, and administrators have stepped up and risen to the occasion of this moment.  Providing a free and appropriate education for students in the time of COVID is difficult and different than anything we have done in the past.  As a district and a special programs department, we have been preparing and training for this moment for years.  This is an organizational “stress test”.  Undoubtedly, during this process, we will uncover practices that no longer make sense and discover new ways of helping student reach their goals.  Our priorities will continue to shift as we learn more about educating students in a new environment.  In some ways, it is exciting to think we are “moving forward” together, and what we discover now will change education forever.  You are all leading a transformational change in education. 

I was on a panel of special education administrators last night.  Each question asked by the moderator grounded me to a place of total humility by the work we do.  The final question was, “What is your Why?”  The answer came so quickly, “Because educating citizens is the keystone of our democracy”.

PPE and safety training:
Our fabulous team of school nurses have developed a training module for special education teams.  Please reach out to your school nurse to plan a training time for you and your team of educational assistants ASAP
This first training can be delivered via webex. 
Additionally, specific in-person training will be offered to school teams regarding safe practices with PPE and personalized to the context of your building and the students you serve. 
Finally, your school nurse will be available to problem solve in real-time and consult ongoing as questions and issue arise throughout the year.

Many of you have asked for clarification regarding reevaluations.  Here is the guidance again that we followed in the spring. 

During the COVID-19 school closure, what is best practice for triennial
re-evaluations?
Option 1: Waive Reevaluation
Enter into a written agreement (this is the Waiver process) with the parent that a three-year reevaluation is unnecessary. This is a new process in Synergy.  You will need to reach out to Shannon or RCC for moving into this process. Guidance Document:  Reevaluation Waiver Guidelines
Option 2: Review of Existing Information
Obtain permission to evaluate, and conduct the three-year reevaluation based on a review of existing information (file review form). Guidance Document:  Reevaluation File Review Only Guidelines
Option 3: I have a signed permission and now I am not able to conduct all agreed upon assessments

If, prior to the COVID-19 school closure, you have already agreed to administer assessments as part of the three year reevaluation process, determine if you can administer the agreed upon assessments.  If you can’t, then ask the parent if they agree to remove the assessments that cannot be conducted due to the inability to get the evaluation data due to the COVID-19 school closure. This can be documented by sending the parent a PWN indicating that additional assessments could not be performed due to the COVID-19 school closure.  (Then go to option 2 above. *YOU DO NOT NEED TO CREATE A NEW PERMISSION TO EVALUATE – just specifically list what has been changed in the evaluation in the PWN.)

What if the parent does not agree to remove the agreed upon assessments? 

  • Explain to the parent that due to the COVID-19 school closure, we are not able to administer the assessment at this time. Then determine if the team has enough information to determine eligibility and hold the meeting. Document in meeting notes and in a PWN, that the team will consider conducting and completing those evaluations when traditional school resumes. If you need support a special programs administrator can participate in a meeting or communicate with the parent. 

How do I know who the general education teacher is for a student enrolled in BLPSO?

  1. Set your focus to Bend-La Pine Schools Online in Synergy 
  2. Go to the SIS (Student), click on “classes” tab
  3. Scroll down to see schedule and the name of the online teacher

What do I do if a parent tells me they will be home schooling their child?
You should be very curious when the parent states they are going to be home schooling. Ask a few additional question to clarify if they are in fact home schooling, or if they have enrolled in an online school they are accessing from home.

When a student is being “Homeschooled”, there are a few things to know:

  • First, you need to check with parents to determine how the student is being homeschooled:
    • Homeschool: the parent is using purchased or their own curriculum to teach the student and should be registered with the High Desert ESD. 
  • Contact the parents to determine if they wish to access services.  The IEP is provided in it’s entirety.  
    • Yes, they want services: You will need to amend the IEP to denote the change in placement to Homeschool and change the Placement document.  You can do this without a meeting using the Written Agreements.  Services are offered through CDL just like the rest of your caseload.  You determine groups and times.
    • No, they don’t want services.  We will send a ​FAPE letter.  We are not responsible for updating the IEP, but are responsible for the three-year evaluation
  • Either way, you MUST contact me, so I can update the student’s enrollment. Once updated you will need to set your focus to Bend-La Pine Schools to see these students in your portfolio.
    • Shared Time enrollment: students accessing services
    • Special Programs Tracking enrollment: students not accessing services, but we track the reevaluation date

What do I do if a parent tells me they are sending their child to a virtual or online school that is NOT Bend-La Pine Schools Online?
For students attending a Virtual/Online school (other than Bend-La Pine Schools Online):

    • Virtual school/Online school:  students are enrolled in an online school which they access from home. 
      • A few examples of these schools include Oregon Virtual Academy, Oregon Connections Academy, Willamette Connections Academy, Bridge Charter, Frontier Charter, and k12

The attending online/virtual school is responsible for providing the SDI and implementing the IEP.  We DO NOT provide services to these students. Student will be unenrolled from Bend-La Pine Schools once you complete your prior written notice of moved, continuing education located in AdHoc.

Can I extend an evaluation?
Yes, you can extend evaluations for all eligibilities and can even extend extensions. 

However, you MUST have the re-evaluation done by the Three Year due date. If you don’t think this is possible, you can look at a re-evaluation waiver.  This process is still in Synergy.  You can extend Initial evaluations  with the Written Agreements.

Process for an extension:

  • Contact parent.  They MUST agree.
  • Go to Ad Hoc Docs and complete the Written Agreements-extension portion at the bottom.
  • You CANNOT extend past the Three Year Date.
  • Send to RCC to get parents signature.

When you are extending a Reevaluation,  You would be extending the 60-day timeline in only certain circumstances.  For example: Permission was signed more than 60 days before the 3-year re-evaluation date.

Example: If the teams sign permission in February for an evaluation.  However, the three-year wasn’t due until mid-November.  You can extend the 60-day timeline but can’t extend past the mid-November due date.

Process for a waiver:

  • Contact parent.  They MUST agree. Explain to parents that we can readdress any evaluation components, if needed, at a later date when we are back to in-person learning.
  • Ask RCC to move the student to the Reevaluation Waiver Process.
    • If the student is already in a Re-evaluation process and you have signed consent, RCC will walk you through getting the documents finalized.  You MUST complete a PWN stating what you are doing and that parents agreed to move to a waiver.
  • Complete all paperwork in the Waiver process


    How do I get signatures on IEP documents?

    Your records clerks will help! They are obtaining parent signatures using Adobe Sign. 

    If you need a Signature:

      • For Print ONLY documents (i.e., Written Agreements, Authorization to Exchange):
        • print it out, fill in the section you are using, and scan to Records Clerks
        • download to your computer and fill out in Adobe and scan to Records Clerks
      • For Fillable Documents (i.e., initial provision, eligibility summary, consent for eval)
        • complete in Synergy
        • email RCC letting them know which document needs signing
          • provide any outside email addresses if needed
          • RCC can see parent email address in Synergy

    *For the IEP attendance page, just write or type the name of attendee and list “attended via WebEx” on the signature line. You do not need signatures on this document during CDL or Hybrid.

Most reports can be pulled for either an individual student, by Case Manager, Grade or by entire School.  Look at the Options tab (what the screen opens up to) to determine filter options.

For an individual student, enter either student ID or name.

Special Edge 6/5/20

Well, we made it.  This is our last Special Edge of this surreal school year.  As we put this year to a close, I can say that I have never been more proud and prideful of you and our district.  You have all demonstrated an unwavering commitment to our students and families as you quickly adapted to the new environment.  This is a testament to not only your skill and competence as educators (teachers, EAs, specialists…we are all educators), it is also a testament to you genuinely caring about students.  Our organization is coming through this stress test in good form.  We are shaking some old practices while creating a lot of new practices and staying frosty with our goals.  We were not able to see each other as often, but in some ways, we were able to connect more directly about kids. 

I am humbled by the role of public schools in our society.  I have always believed that schools play a much larger role in holding our society together, but through the COVID closure, I have seen it firsthand.  We take care of students’ basic needs.  We feed and clothe students and provide social and emotional support for students.  We get them to and from home and drop them off at their after care services.  We provide care for students so their parents can work and provide for their family.  We partner with club sports teams and park and recreation for facility use so that kids have active and enriching activities after school.   We expertly (ask the parents!) teach students how to read, write, count, walk, talk, eat, take care of basic needs, get a job, cook, make friends, and think critically.  Schools are not a cog, schools are the cog in our communities and are vital to our society moving forward. 

I don’t have a crystal ball and I can’t tell you what fall will look like at this time.  We will be getting some guidance soon and will work to create a plan with all the provided information.   I will be sending emails routinely throughout the summer, so be sure a take a peek at your emails once per week for updates related to our return to school this fall, including professional development opportunities.  I do have one SAVE the DATE for some Trauma Informed Practice training that will be available in August.  Click the link to read the flyer for Jim Sporleder Aug. 20-21.

Join educators across the Bend-La Pine School District who will be reading Classroom 180  by Heather Forbes.  Heather Forbes is the owner of the Beyond Consequences Institute . She has worked in the field of trauma and healing since 1999. She is an internationally published author and speaker on the issues that arise when children and young adults are impacted by trauma.  Heather’s signature style is to bridge the gap between scientific research and real-life application.   The purpose of this book study is to provide educators with a comprehensive framework to create, implement, and sustain a trauma-informed classroom.  We will learn how trauma impacts the brain and how we can create an environment to support all our students during these uncertain times.  (Note: You are responsible for the purchase of the book.  Cost is 54.00)  Draft of Classroom 180 Syllabus   Registration link coming soon in Performance Matters.

We are in the final stretch, you can do this!  Just a couple of reminders for paperwork and progress reports:

PAPERWORK

Today is the last day to turn in paperwork to Records Clerks for a review.  Please don’t send anything in and expect a review after 4 o’clock today.  Records Clerks will not be reviewing any documents that come in after 4 pm. 

Here are the steps you must complete for IEP paperwork that will not have a review from records clerks:

  1. Send only paperwork that needs to be uploaded (meeting attendance, meeting notes, reports, etc.) to the Records Clerks ([email protected]).  They will upload it for you when they receive it, just not review it. 
  2. If you have paperwork that needs signatures, please email the document(s) to RCC and they will send it out.  They will also upload it when it comes back fully signed.
  3. Validate all paperwork in Synergy.  Once all errors have been fixed, finalize the paperwork.  This will move the documents into the Historical Docs.
  4. Complete the Progress Report for that student.  Guidance is listed in Bend – La Pine Schools COVID Guidance (question 1-H) on how to complete Progress Reports.
  5. You are now responsible for sending the finalized paperwork home.  Here is the link regarding accessing documents once they have been finalized.  
  6. You can use BLSend to get all documents to parents.  Here is the link for guidance on using BLSend.  Remember: *Check to make sure the uploaded documents are listed.

PROGRESS REPORTS

  • Progress reports must be completed for every child, with the exception of Private/Homeschool refusals and ECSE students.
  • IEPs must be finalized before you can complete a Progress Report.
  • The Bend – La Pine Schools COVID Guidance (question 1-h) provides scenarios to help guide you in completing the progress reports.  You will also find the Synergy guidance on creating progress reports linked here.

Assistive Technology Equipment checked out to Students:

The ESD has decided on a process for determining where Assistive Technology equipment currently checked out to students will be located during the summer.  If you are a Case Manager with student who has equipment checked out to them, you will receive an email from the ESD with a collective list of all the equipment checked out to any student on your case load.  This list will include ALL equipment regardless of who brought/checked out the equipment to the student (i.e., OT, PT, AT Specialist, etc.). Please complete the spreadsheet that will be sent out as to where the equipment is located, following the instructions that will be sent with it.

Location Situations:

  • If the equipment is at home with the student: equipment will remain at home over the summer.
  • If the equipment is at the school: equipment will remain at the school. The ESD is asking that equipment be located and collected to one central location, i.e. your classroom.
  • If you know that a student will not be returning to Bend La Pine next year, please have parents return equipment to their current school, and keep the equipment in your classroom.
  • If the student is transitioning to a different school, equipment will remain where it is currently located, either at home or at school, and will be transitioned in the fall.

Please communicate with your parents that have equipment at home, that it will remain at home for the duration of the summer.  Also please communicate that if a family moves over the summer, the family needs to contact the Special Programs office at 541-355-1060 to schedule a drop of equipment at the Education Center.  This is the same process that has been communicated to families regarding the return of iPads checked out.
