Deschutes County confirms case of human plague in local resident.
Deschutes County Health Services has confirmed a case of human plague in a local resident. The individual was likely infected by their symptomatic pet cat.
“All close contacts of the resident and their pet have been contacted and provided medication to prevent illness,” said Dr. Richard Fawcett, Deschutes County Health Officer.
Symptoms of plague usually begin in humans two to eight days after exposure to an infected animal or flea. These symptoms may include a sudden onset of fever, nausea, weakness, chills, muscle aches, and/or visibly swollen lymph nodes.
Plague is rare in Oregon, with the last case reported in 2015. It spreads to humans or animals through a bite from an infected flea or by contact with an animal sick with the disease. The most common animals to carry plague in Central Oregon are squirrels and chipmunks, but mice and other rodents can also carry the disease.

Oregon Black Youth Suicide Prevention Coalition
National suicide death rate among Black youth ages 10-24 have increased more than 36% between 2018 and 2021 – a faster increase than any other racial or ethnic group!!
Black youth (ages 14-21) are invited to join a wellness mixer on Wednesday February 19th and apply for paid leadership opportunity.
Attendees can share their voices, meet inspiring peers, connect with mentors, gain leadership training, and hear about a paid opportunity to join the coalition as a youth leader. Successful applicants will help create town hall meetings for Black youth across Oregon and learn from their stories. These experiences will help create a trauma-informed, equitable policy to decrease suicide for Black youth in Oregon.

FYI – What is Erin’s Law?
Erin’s Law requires that all public schools offer child abuse prevention education to help children gain the confidence to have a voice, and to speak up in cases of sexual abuse.
Erin’s Law is named after childhood sexual assault survivor, author, speaker and activist Erin Merryn. In 2012, Erin introduced the legislation in her home state of Illinois, requiring that all public schools implement a prevention-oriented child sexual abuse program. Oregon adopted Erin’s Law in 2015.

From Dana our FAN Administrator: FAN staffing has been a challenge this year due to resignations and leaves. Thank you all for your patience as I have adjusted staffing and most recently, made some changes in staffing assignments. I am committed to staffing our Dual Immersion schools with Spanish speaking Advocates. This has caused some shifts in assignments, as the last round of hiring yielded some great candidates, but none of them speak Spanish. Here is the current list of Advocates and their assigned schools. Two new Advocates are in the process of being hired now. Please don’t hesitate to reach out if you have any questions.

Mandatory Training – January 17th
The mandatory training for Raptor Student Safe Early Intervention that was canceled (due to the snow day) has been rescheduled for Wednesday, January 17th, Bend Senior High Auditorium. MEDICATION ADMINISTRATION TRAINING
Missed Doses
Please review the steps to take when scheduled medication doses are missed with designated medication administration trained staff at your schools .
Ensure medication tasks are set up in Synergy as a reminder for staff re: student scheduled medications.
Student does not show up at 2pm for their scheduled dose.
Check to make sure they are at school.
Attempt to notify student (call to class or note to student) to come to the health room.
If student is still a no show, (depending on the student and possible disability) staff may need to physically go to the classroom to inform student to go to the health office.
If student refuses to go to health office for medication administration, school nurse and parent/guardian should be notified. This contact interaction should be documented in Synergy as a refusal.
If student continuously “no shows” for medication administration, nurse should brainstorm with school team, student, and possibly parent/guardian on ways to best support student. Ex. – Reminder alarms on student (iPad), is there a reason the student is refusing to come to the health office, does the administration time need to be adjusted (due to class scheduling issues)?
If a medication a medication error occurs the following must be done:

Raptor Student Safe Early Intervention
What: Educator Network Day
When: January 10, 2024, 2:45-4:00 pm
Where: Caldera High School Auditorium
(Our monthly nurse meeting has been rescheduled to Wednesday, January 17, 2024. Location TBD.)
School counselors, school psychologists, school nurses, and student success coordinators will gather together for Educator Network Day at the Caldera Auditorium for the roll out of Raptor StudentSafe early intervention software. After an initial introduction to StudentSafe, participants will be working in school site teams for entry of their risk screens.
Action needed: please bring suicide risk screens and a screen for NSSI (if you have one). We will be learning how to enter these documents into our system and how to navigate StudentSafe.

Suicide Risk Screener with Safety Plan: Notification goes to principal; written form stays with the person who completed the screener and safety plan – typically counselor/psych/SSC. A copy should be sent by the staff memeber that completed the process to April Jorgenson via BLSend or district mail. The written record should never be placed in the student’s cumulative folder.

HERO KIDS
*NURSES – Please encourage your families of students with complicated or chronic health conditions, developmental disabilities or mental health conditions to register for this program. Currently, there are only 11 children in Bend/La Pine that are registered with this program.
HERO Kids Registry is a voluntary, no-cost system that lets any Oregon family record critical health information about their child before an emergency. Registry information can be accessed quickly by EMS and hospital emergency departments at the moment they need it.
Registering with HERO Kids is especially useful for young people who are medically fragile, or for those who have complex conditions, developmental disabilities, or mental health conditions. Young people in a crisis can’t always communicate their needs. Family members may not be present, or they may too distressed to help. Language barriers can impede communication. HERO Kids Registry can help offset some of these challenges.
Parents and legal guardians can register their child or young adult with HERO Kids online, and there is a paper registration option for people who prefer it. Young adults aged 15-26 can register themselves. HERO Kids Registry is secure and HIPAA-compliant.

Youthline is a free teen-to-teen crisis support and help line available from 4:00pm-10pm daily. YouthLine is confidential to a point -while they will never share conversations, they are mandatory reporters.
A local crisis line for anyone or any loved one experiencing a mental health crisis, available 24/7.

The Deschutes County Crisis Stabilization Center
The Crisis Stabilization is open 24/7 providing immediate access to a Master’s level therapist for individuals experiencing a crisis. Open to people of all ages, regardless of ability to pay, in a safe and confidential environment. Walk-in preferred.
Written form goes to the working file of the principal (or designee) and a copy is sent to April Jorgenson via BLSend or district mail. The written DHS record should never be placed in the student’s cumulative folder.
A challenge for you all is to not check your email over the winter break. Remember to switch on your automatic email replies that detail you are out of the office and will check messages when you return on January 2, 2024.

Once staff have registered for the CPR/First Aid course, staff will receive an email with a link for the online course portion of the training. (If you do not receive a link within the next business day, please check your junk email. If it is not in your junk email, please email Michelle Spetic at [email protected])
In-Person Skills Training
Once the online portion of the training is completed, staff will receive a Google form to sign up for the 20 minute in-person skills training.
Certification Card
Staff will receive an email with your CPR/First Aid certification card within 1-2 business days after completing the in-person skills class.
List of Certified CPR/First Aid Trained Staff at Your Site
Stephanie Bend sends out quarterly reports to all schools that include cpr/first aid certified school staff names.
OAR 581-022-2220 – Health Services
Each school shall have, at a minimum, at least one staff member with a current first aid/CPR/AED card for every 60 students enrolled, as set by ORS 339.345, and 342.664 and who are trained annually on the district and building emergency plans. Emergency planning will include the presence of at least one staff member with a current first aid/CPR/AED card for every 60 students for school-sponsored activities where students are present. (This includes field trips.)
